Summer is upon us, so I am sure you will have lots of good IR weather--the nice thing about IR is that the kind of weather that is lousy for normal photography--bright sunshine--is just the ticket for infrared. Also, I would suggest that you reconsider your aversion to people. Street photography does not have to be of the "in-your-face" variety like B.D.'s pictures from the commuter trains or Johnny Deadman's Oxford Street pictures of a few years ago. Not everyone can do that, it takes a special talent and psyche. But if you look at my Lisbon pictures, for example: http://www.leica-gallery.net/wajsman/folder-3375.html then you will notice that while many of them have people in it, the people are often at a distance and really just serve as an additional design element in an urban landscape.
