Not that he needed me to do so ;-)? but I agree with Geoff.? LR2.x runs 
pretty well on a mid-level Win notebook.? And, it is a very, very capable, 
flexible and easy to use piece of software.? I have not tried the LR3 beta.

James if this is a lower powered notebook or a netbook , with a smaller 
screen, you may like to consider Lightroom first instead,then another 
converter later if needed. Presumably this is not your main machine. LR can 
complement Photoshop or work with another converter on that machine. I think 
that screen size will make for some frustration for you but it is doable (if 
you are a little patient). 
If you've not tried Lightroom you can download a free trial and give it a 
go. At some point later this year we should get commercial release of LR3. 
You could use that Beta for now if desired or the (30day?) trial of LR2.7. 
If you like it , and I think that you will, you can load the same licence on 
your main computer and your laptop (once you purchase )
