I use the lower dilution only when limited by the number of sheets/rolls as each roll/4-sheets need about 100ml of Xtol (stock) and Jobo tanks/drums only hold up to 1000ml. So 1+3 is only good for 2.5 rolls, or about 8 sheets of 4x5. If I have more rolls, then I dilute down to 1+2 or even 1+1 if I have 5 rolls.
