This sounds good.......

However, Elements seems not to do this, and until I get LR2, I do not know
if it will do it either.....  Anyone know?

I should point out that 99.99% of the scans are for reference ( Contact
Sheets) and once I "zoom in" on an image, I will rescan and take this kind
of approach......

something else you can try is do ice and non-ice scans, lay the non- 
ice on top of the ice, and "erase" the dust from the top layer

sharper result
