To get the best scans from a mass market retailer, you need to find a
not so mass market retailer that has control over their printer's
software, or, has hooked up a Nikon Coolscan to their printer.

For example, a company named E-6 here in Altanta will scan your 35mm
roll at 5000 dpi on their Frontier for $9 US if they do the C-41.  A
Frontier scan will look very good but doesn't have the density range of
a Coolscan.

The corporate retailers have their printers abilities clipped to provide
good looking 8X or 10X prints but no more so they only really work well
for web work.

Ultimately, if you have more than twenty rolls or so a year to do, buy a
scanner.  The newer software is intuitive enough that you can get good
results pretty quickly.  The newer Epson flatbeds that scan up to a 4X5
do a passing fair job.  Just remember, you don't have to scan every
image, do a hard edit and only scan the good stuff.
