I cannot say for sure, but I think it likely does, but seldom needs to. I 
have not seen anything require the highway draw here in LIttle Washington 
for some years, but they still come to maintain it a couple of tiems a year 
wich include opening and greasing it. The rail draw is operated frequently 
as it is left open to boat traffic.
