We sometimes as kids caught them for bait to catch crabs. They'd come up, while hidden under the sand at lowish tides, if you put a little salt on top of their burrows. However, generally, for bait, we'd knock off limpets from the rocks and use them, as it was a quicker process. I've never had navajas as far as I remember - probably because I didn't realise what they were.
