In New Orleans, the N.O.P.D. issues press id.  You need a letter from some
publication or news organization to have it issued. It is usually
recognized in the surrounding  parishes.

For an event, often if you call the managing editor of a magazine and tell
them about the event they will issue you a letter that you can use to get
credentials for that event.  (Of course, you then owe the magazine first
dibs on your shots.)   This is a pretty good way to break in to a regional
publication, and they often pay surprisingly well.  (You need to be able to
show them a portfolio, but online is OK.)

With or without a press pass, though the real trick is to act like you
ought to be there, and it helps to carry two cameras.   (I usually sling my
MDa with a 15 or a 21mm on it.)

I've found it helpful to work in an area where something official regarding
the festivities is going on, costume judging, for example.

Mostly it's about looking like you belong.
