It certainly is in Germany
We get 2 main national channels with no advertising except between 18.00 
and 20.00, a regional channel for each of the 16 states (no advertising 
at all) + 2 culture channels  + 3 news/current affairs/documentary 
channels for our licence money (all without ads). If we bothered to use 
our cable feed instead of DVB-T, we could add around another six ad-free 
channels on top).

Same here, the quality of most of the commercial stations here is 
generally abyssmal (unless you like lots of sport, quiz shows for 
dummies, so-called reality shows and soaps.)

The worst thing is that many channels here transmit a volume booster 
signal that increases sound levels by around 50% when they switch into 
commercial breaks.
