Depends on circuit layout. An F1 car would certainly go quicker than a  
Veyron if the circuit layout required it, or if the car was set up  
purely to demonstrate the top speed possible, as the Veyron surely was  
to achieve its written spec speed (special tyres, pressures, low oil  
level super low viscosity gearbox oil etc).
In fact in racing using a high top speed is rarely the fastest way  
round a circuit (probably never in fact). Of the current circuits only  
Monza is worth trying a low drag setting, and I have never found it to  
give a better lap time.
Also, I bet an F1 car is at its top speed somewhat more frequently  
than any Veyron :-) so it is less of an academic point.
A lot of tweaks are used for "spec writing" road carswhich will never  
be applicable to a customer car.
