The spinning handle is just a replacement for their original method 
of restoring the charge on the sensor cleaning brush, which was to 
spray it with canned air. You can't easily carry aerosol cans on 
planes now, so they developed the spinning handle to allow you to use 
the air around you to recharge the brush, rather than buying it in a 
can.
