I believe what they meant was "do NOT spin the brush against the sensor, nor
spin the brush while it is inside the camera".

Looking at the video, the spinning motor (which is inside the handle) is
used to spin the dust and debris off the brush bristles, after it is picked
up off the sensor.

They also probably mean to warn you against accidentally spinning the brush
if you are holding the brush with the handle.
