Which is why many economists prefer to look at the employment ratio 
instead of the unemployment rate. That is defined as the % of people of 
working age (18-64, say) who are employed. This gets around the problem 
of different countries using different definitions of unemployment.

Using that measure, the US, UK, the Scandinavian countries and the 
Netherlands do very well.
