Walt, that is a usual requirement for installing a USB device (or rather not 
powering the device with the USB cable connected).
Windows tries to start its own install, looking for a driver etc while you 
are running the install.
Try printing RTFM on the case of your computer for next time ;-)
Glad you got it sorted out anyway. I learnt a couple of new things about my 
Nikon scanner reading the fine manual while trying to
work out your issue.

Thanks Hoppy and Henning

I had done every thing including reinstall to no avail but stumbled on 
the secret. Pulling the USB plug prior to the reinstall of Nikon 4.02 
did the trick. Damned if it doesn't say that in the instruction manual. :-)

I'm back in my new-age techno mode and have stopped looking for a V35.
