It's the other way around, sorta.

Early nuclear weapons were fission only devices. Most nuclear weapons
today are fusion weapons started by a much smaller fission reaction.

ALL nuclear reactors are fission - making a self-sustaining fusion
reaction is quite a ways away and doesn't seem closer than it did 20
years ago.

Handling spent fuel is, in my opinion, a red herring, designed by the
anti-nuclear community to make it impossible - if you erect
sufficiently high barriers to the storage problem you make it
impossible to site power reactors - regardless of whether those
barriers make sense or not.
