Look to the NPPA or something similar and do one category per month. Start with something like Portrait Personality and make all entrants submit along those lines. Next, maybe Landscape, Street Photography (hate that term) or Features? 1st 2nd and 3rd in each month and assign each place points, i.e. 10,5,3.. At the end of a year we should have /*TADA */ "Lugger of the Year" based upon previous wins.
