I uprez using Adobe Camera Raw.  On the bottom of the Camera Raw page 
you have a choice to open the file normal size, minus two steps or up 
two steps.  For some agencies I go up one step, for some I go up 
two.  I'd rather not enlarge at all.  It's not necessary, but the 
agencies are in the business of giving the clients what they want and 
most clients think they need really big files.  They don't.  An 8 MB 
file from a digital camera can be printed billboard size with no problems.

Adobe really did a good job with PSCS2.  Just using the Bicubic 
Smooth to uprez in one step is better than any of the 3rd party 
software programs I used before - like Genuine Fractals.
