Subject: [Leica] OT: Best Way to Remove Dust and Scratches in Photoshop?

Sounds like a static problem the way you describe it. Synthetic fibre 
carpet? Composite shoe soles?
There are soft carbon fibre brushes used for cleaning vinyl LP records - 
maybe that would work - they really grab dust particles.
