We have a poor, violent, rather criminal, and AFAIK, seemingly permanent
urban underclass here in the USA.  I've lived in Baltimore, Wash, DC, 
Boston
and Syracuse, NY - this criminalized underclass is ever present in all 
of these
cities. This isn't news to anyone who lives here in the US. I don't 
think the word
"spoiled" accurately or helpfully characterizes the unique conditions, 
"plight" if
one is generous, of this underclass.
