Indeed, people knew this was a possibility.  The process had begun to try 
and prevent it.  Then, it was effectively stopped.  Take a look at who the 
Times Picayune (NOLA's daily paper) blames:

Yes it could have, the floodwall that was breached on the 17th street  canal 
was part of an effort underway to raise the levees, (though your opinion  
doesn't sound very humble.)
