UPS only charges "brokerage fees" if you use their standard (read cheapest) shipping rate. If you use expedited or express then the "brokerage fees" are waived. UPS is more convenient than USPS for some in the US. Apparently UPS will come to their door while they would have to make a long trip to mail a package out of country via USPS.
