Tina,

It probably bears absolutely no relation at all.... but in Canada you can't
photograph during the 30 seconds or so of the actual swearing in itself -
it's treated as if it were a Court. But the rest of the time, when people go
up and shake the judges hand and get their citizenship papers, pose with a
Mountie in his red serge etc, everyone and their dog is taking pictures.
