US$ charges are converted into my local currency for billing purposes. Sometimes after some refund, you may get a credit balance on your paypal. Then it's not possible to withdraw the funds directly but it's possible to link paypal with any bank account in the USA as well as where you are staying outside the US. The procedure again is very simple, and all the verification process (for security reasons) is easily done if you follow the instructions properly.
