It does not happen all the time but quite often you get a sort of double
image of the stuff in the bokeh when VR is on - see these examples, all
with the first generation Nikon 70-200mm f2.8 and TC 1.7x, pretty much wide
open at f5:

Here is an article about Nikon's implementation of VR by Thom Hogan that is
very interesting:

The upshot is that nowadays I do not switch on VR unless I absolutely
require it. I try to get by on shutter speed, and only if I cannot, I rely
on VR. With the low light performance of Nikon's sensors at present relying
on shutter speed alone is entirely possible.
