There also exists the possibility that the M9 shoe is tilted.
Since the finders are held into the shoe with upward spring tension,
the whole shoe could be tilted or one side could be bent up or down in
one direction thus causing the finder tilt. I would take only .2mm
probably to get a significant rotation of the finder. Of course, you
already tried it with a few different finders and may have ruled this
out. 
So why not just shim the top of the finder foot by .1 or so millimeter
to fix the issue yourself? The CV finders are not good in comparison to
the Zeiss. It's like going from Leica to Holga viewfinders. Even the
Leica viewfinders pale in comparison. It's definitely worth having
repaired. If not, I'll gladly relieve you of that annoying
viewfinder. :)
