Interesting that from central Texas up through Wisconsin i usually see a
green mesh polymer to hold the hay together and provide some weather
protection.  I presume that the assumption in the US is the pass through
rate is fast enough that wastage is limited.   For some where the
consumption of silage is for on farm use I see the hay rondels stacked in
pyramids and equipment used to move the rather large bits to where the
animals are.  Very, very rarely I see a structure protecting the hay/silage.
