That is my take on it as well, the rent of the Photo suite costs as much as 
the yearly or so upgrades to my CS Master suite did - just I had 
Illustrator, InDesign, Premiere, After Effects, Acrobat Pro etc included for 
the odd time that used them.

Summary: it is a hot mess, and a major nuisance. If you 
depend on both photography and graphic design products from Adobe, you 
are basically screwed unless you rent everything.
