Even laundered through layers of private contractors, there are more effective and lower cost ways of doing this. They're called drones. Of ocurse no one wants to fly drones over American soil, but really there Is no difference other than the location of the pilot. These things have to be more expensive to operate, and what happens in a couple of years when avgas is no more? And doesn't the baltimore PD have helicopters? The only particular occasion I could find involved long periods of circling the Baltimore area following the death of a prisoner and ensuing rioting. They were in a position to give a heads-up to local law enforcement when groups were assembling to take part in the riots that followed.
