This is not a ?proposal? in the legal sense of the word. It is something 
being discussed in the European Parliament?whether any copyright reform 
should harmonise the ?panorama? right along UK or French lines. But the 
point is that only the EU Commission can PROPOSE legislation. Parliament can 
talk all it wants but unless the Commission actually makes a formal 
proposal, it can pass no law.

It is a storm in a teacup, IMO.
