So they can feel like they are in a different higher zone of privacy. Any other country the laws turn out to be not all that different from what we are used to here in the US of A. We think we are way ahead of the pack but I you get a new camera for your birthday or some holiday in so called not so free places like Iran or Iraq or a dozen other places which seem foreboding to free speech or freedom of the press your can still walk around the block and test it out on houses, bushes and people and they're probably not going to hang you up and torture you. People love to play with their cameras and the ones in their cell phones all over and for a long time now. Its a bit of a right we get from living on Planet Earth. I hear Mars is less of a good deal.
