Not sure what you are seeing. I have a Mac. I first fired up LR4. No 
matter how things were scrolled, when I tapped on the adjustment 
brush, a set of options popped up. However, If I had left the set 
previously near it's tail end, I would have to scroll to see its 
start. But in all cases, SOMETHING popped up.

For comparison, I unearthed LR3 and had to import on DNG into it. The 
behavior appeared to be roughly the same, although the option list 
was, of course, far smaller.

It sounds as if the behavior you describe is specific to Windows.
