You only need strong government to declare war. Some of the nicest places I 
have visited have not had strong government since WW2. Italy and Belgium are 
countries which have often had such compromised coalition governments that 
any slightly controversial attempt to change something causes at least one 
member of the coalition to disagree and the government to collapse. 
Sometimes it has happened several times a year.
Italy and Belgium are certainly great places to eat ;-)
