I have always thought that governments are far less important than we are 
lead 
to believe. Absurdly concocted coalitions which can not do anything for fear 
of 
upsetting one of the members, and which collapse frequently, were the first 
thing that made me think this. This helps confirm it.
You really do need a government to go to war, otherwise almost anything 
seems to 
work OK - Italy and Belgium are the best examples over the last 50 years.

support:

The fries revolution in Belgium took place yesterday, with people protesting 
the 
fact that the country has now gone 250 days without a government.

While others celebrated it, and still others probably shrugged their 
shoulders 
:-)
