I have already said that it is not my moral judgment.... 

What else do I need to add to be clear?

When "you" reference "this kind of behavior" as a police matter "you" make
both a "moral" and "legal" judgement Frank.

And as has been stated "you" were clearly not present when the photograph
was made; and have absolutely no way of knowing anything about the "kind of
behavior"
involved in making the photograph.

Ample evidence exists that street photographers in LA regularly photograph
similar subjects.
Does any evidence exist that the police are rounding them up for doing so?
