Believe it or not, protective gear is only recommended - not mandatory - 
for skaters, skateboarders and cyclists in Germany, the land of bureaucracy.

Probably the only area where things are not "Verboten".

Here are a couple of snapshots from the family album showing our 
daredevil son Florian totally unprotected in the local skate-hall a 
couple of years ago - he's now moved on to snowboarding where you don't 
get let on to the downhill runs without a helmet, very sensible:
