Mark -

LR is not a dumbed down PS.  It is totally different.  LR is for 
working with photos - importing, editing, organizing, filing, 
keywording, adjusting, converting, saving, exporting, printing. 
posting.  To really learn everything that LR can do takes as long as 
really learning everything PS can do.  It's a complex but very well 
designed program made for photographers, especially photographers who 
take a lot of photos that need to be organized, etc.

I think if you tried it for a week, you would totally change your opinion.
