This notice from my ISP should explain it:

Just after 11:00 UTC, the link connecting our San Francisco and Palo Alto
PoP's has been cut.  Our fiber provider has been contacted and is aware
of the issue and investigating.

Services hosted in our San Francisco and Redwood City locations are
affected.  You can track the status of this issue by looking at our
status page at http://status.isc.org/.
