Jim, I've been using the shareware PS plugin from Photo-plugins (
www.photo-plugins.com).  Don't know if it runs with Elements but I really
like it.  It let's you do various toning and filtration effects and also
emulate various brands and types of film.  It runs as a PS filter.  You can
also add or reduce graininess.
