Jayanand,

I disagree. If you don't want to spend anything you can use RAW with GIMP for
which there are appropriate RAW plugins.

The basic problem with PS is that (i) it is expensive; (ii) if you only want 
to
do straightforward manipulations then a large proportion of what you are 
paying
for is not relevant to you. PSE is adequate on a Windows-based PC.
