They aren't mountains in the sense that they weren't caused directly by an orogeny event but rather the uplift of an entire sedimentary plateau which was deposited during the Acadian orogeny. Today the plateau resembles a mountain range due to the subsequent erosion by streams and the widening of valleys and rounding of hills by glaciers. Look at some pictures mostly not of eroded hills.
