I don't know if they're in-budget, but I remain convinced that Eizo
(formerly, or sometimes, known as Nanao) monitors remain the best
readily-available brand.  The "Graphics Monitors" are the ones I wish I
could afford:

...but nearly anything from the line is likely to please.

There's nothing wrong with Apple monitors, either.  They tend to be
consistently good, and in nice packaging, although you do pay a small
premium for that.
