Robert,
It is certainly better than sending your credit card details all the time
over the net, and also better than filling up forms in quadruplicate at the
local bank to convert rupees into dollars. Staying in a country with
exchange regulations, it is very convenient - I got a credit card issued
with a deliberate  low limit, and use it for Paypal, and any use over the
net. If anything goes wrong, I have ceiling on my losses.
