Maybe, maybe not.  I do not have a Passport Warranty application card to 
check the wording.  It seems to make no difference in my
head.  ( Of course, I do not work for Leica).  The word "Warranty" may be 
the decision breaker....

But the purchase receipt is sufficient to get then to think twice and make a 
rational decision.....   

Certainly I would have raised a stink.....

You are correct as to the one year warranty for defects in materials and
workmanship.  The passport is a separate benefit for purchasing from an
authorized dealer in the U.S. of officially imported goods by Leica U.S.A.
They can require whatever hoops they deem appropriate for the benefit of a
no fault repair policy.
