John, you are correct.  The photo reminds me of a reincarnation of the storm 
that hit the US Midsouth in late January 1951, 3 or 4 days after my wife and 
I were married.  Everything came to a standstill for about a week.  The 
Nashville newspaper still has references to it about once a year.
