Ken,

the choice is ELEMENTS 2, 3, 4, GIMP (really for Linux clones and Macs but 
it 
isn't that intuitive) Corel's product (name eludes but is much cheaper) the 
recent Mac announcements (for plenty of comments about which see this list!)
and that's it.

Personally I think that PSE is enough and that 4 is pushing it. There are 
toolkits such as those at

http://hiddenelements.com/index.htm

which turn PSE into something close to PS and cost a whole lot less.

Bes thing is to think through what you want to do, ie what functions you 
actually need and compare with PS and PSE plus Hiddenelements, tot up the 
sum 
and compare with what's in the bank!
