In this case the picture is formed by the complimentary colors of the actual scene. When the scene switches to B&W the cone cells responsive to the complimentary colors are fatigued but the cells sensitive to the real colors respond. So for a short time the B&W scene appears to be in its real colors. This is one of the best examples I have seen of this illusion.
