Marc pretty much sums it up.

You have to realize that Russian lenses attract at least two kinds of
people: 1) those looking for top quality optics at bargain prices and
2) those frustrated former Mechano affiendos who are too old to play
with Mechano, old enough to afford a Leica but wise enough to let they
boy-urge in them get the better of them ... so they don't dive in and
tear apart their Leica cameras and Leica lenses.

Russian equipment is so cheap they can (and do) do that ... tear them
apart, order screw-drivers from here and there, etc.
