Hmmm.  I'm not familiar with the mechanism.  My understanding is that
there is only the two mechanisms, one for the fast speeds, and the
escapement for the slow speeds.  Are you sure that you information isn't
referring to the fast speed mechanism as the "inertia retard" mechanism?

Thanks for the link however this deals with the slow speed escapement 
mechanism. I need to know about the inertia retard which is located in 
the same location. I've been told it can only be lubed in certain parts.
