Since you're into PS anyway, why not darken the shore at the horizon a bit to make a difference between water and land? Also, if you want to evoke ruggedness and desolation in winter, maybe tone the image a bit cooler. As it is now, it looks like a pretty warm and comfortable day. And finally, to enhance this winter feeling, maybe a little bit more contrast and sharpness in the front portion of the image? As if printed on a harder paper.
