After you turn off a fluorescent, it can still fog your film/paper for a
while.  There's off.  And then there's *off*.  Best way to see this is to
get your eyes dark adjusted.  Cover 'em up.  Wear a blind fold.  Then while
well covered, turn on said fluourescent for a few moments.  Then turn it
off.  If your eyes are already adjusted to the dark, you'll be able to see a
faint glowing from the tube after it is turned off.  It's enough to fog.
